Where are you from? I never heard of such a thing. If you leave in a rental apartment, the responsibility falls on the landlord. Granted there are some rentals where you don't pay electricity or gas. But even in those cases the responsibility is the landlord. It is the responsibility of the landlord to provide you with heat and water. As to fixing items, anything that is considered maintenance or failure to work is up to the landlord to fix. Perhaps the boiler broke down because it's old? Ask him if he has a warranty.

I am a landlord in Ohio and repairs and maintenance are the responsibility of the landlord. Unless the boiler broke down due to mistreatment by the tenant but this would be hard for the landlord to prove.
