The cosmetic repairs like paint, change of carpet etc is the responsibility of the landlord. You should know about the law in your state. Also read your agreement to know your rights.

You don't need to paint the house and you should get the security deposit back.

What if the tenant wants to have the walls repainted but the existing paint is still okay. They just want to 'spruce' it up a bid. Maybe for a color change... Who is responsible in this scenario?

John.

Painting is not a requirement for you to get your security deposit back. Unless of course, you caused excessive damage to the walls, that it needs to be painted before renting. Normal wear and tear is allowable. This includes the rug at the door thats a very high traction area. If you wore a hole in the carpet from walking in and out, not your responsibility. If you dropped a flamethrower on the carpet, your going to be responsible for that. Hope this helps.

Depends on the terms of your lease agreement. Most landlords don't WANT their tenants to paint.

My boyfriend and I painted the bathroom and the bedroom of our apartment. We are now moving out are we responsible to pay for the landlord to paint it back ? , or does the landlord usually paint anyways?, I understand it would come out of our deposit if that is the case.
