No, he is not responsible for TV Aerial. You are liable to do all these things, he are not liable for this!

NO, he is not. But usually the buildings or homes are already wired for one TV company or another. You just inform the company of the new address and they will supply you with your own cable box and you have to pay for it.

My understanding is that if there is an aerial on the roof then the Landlord is obliged to have fitted - and pay for - an internal aerial connection point. If there is no aerial on the roof then s/he is not obliged to have one fitted, however best practice is to have the FACILITY for tv / internet / phone etc, but NOT pay for a connection in terms of internet / tv.
