If the apartment included a working air-conditioner when you rented it, then your landlord is in default in the contract.  Depending upon the state, you may not even be required to pay rent until such time as he has corrected the problem.

Put it in writing, and copy it, telling the landlord that you will withhold the rent until he makes the necessary repairs to the conditions of your apt. Make sure that you write down exactly what you are telling him that he needs to fix, and make sure that you write down the date and time on both papers when you deliver him his copy.
If you aren't sure that this is legal, call the landlord/tenant board to find out what else you can do to get it done. If you do withhold the rent, you have to have it in a bank account and you will need to show it to the landlord/tenant board, because where I live, you have to be able to prove that you have the rent and aren't just saying that you have it. As when the problem is settled, then you have to pay the rent in full or he can evict you. Hope this helps, good luck to you.

Tell the landlord or renters office you are having it fixed and call a repairman and have it fixed and send the bill to the landlord/the same place you pay rent. Make sure to keep a copy of the bill and any paperwork having to do with the air conditioner problem. Since the landlord is not doing his job, but you risk being stuck with the bill and I don't know if you are allowed to have maintenance done on your apartment under your tennants agreement. You need to read your tennants agreement and talk to the rent office and the landlord and see what is keeping him from doing his job. This is the busy season for air conditioner repairs. The least they could do is give you a room air conditioner(portable unit) till the other one is repaired.

Write a letter, ask what you want, mention that you asked verbally for the problem to be fixed, and that you need this to be done immediately because you have a baby, and you are afraid he may get sick.
