The landlord is obligated to paint the place before a new tenant moves in. Usually a tenant will demand it be painted anyway before they move in. If you've lived in the home along time, and the damage was not caused by you, then you can file a complaint at City Hall. I bet, If you mention your thinking about doing that your landlord will paint it to save you the trip.
