He can raise your rent, but he has to give you a written 30 day notice to do so. Also, if he refuses to make repairs, you can give him a notice stating that you will hold the rent until the repairs are made. But when you do this, you have to be able to prove that you have the money and it is supposed to be in a bank account. When the repairs are made, then you pay the rent.
The other thing I recommend that you do is go to the landlord/tenant board and see what they tell you. They are there to help you. Finally, I would consider moving since it doesn't sound like things are going to improve. Hope this helps, good luck to you.

May I suggest you move?  yes, he can increase rent unless your agreement "lease" states rent to be increased no more than x% each year.♥
