That really depends on the law in your area. I'm on the Illinois side of St. Louis, MO. My city requires a new occupancy permit every time a new tenant moves in. Not sure where you live, but that laws will be local...

An occupancy permit is given when the dwelling is finished being built or rebuilt as the final inspection is done so you can move in. The answer is no. An occupancy permit is not required between tennants.

What if the landlord never got a point of sale inspection and the city didnt even know he owned the house let alone rented it out??? Can tenant get reimbursed for the previous rent paid cause the city is taking landlord to court for fraud?
