Can A Landlord Change The Locks On An Apartment Without An Eviction?

After I perform a long due repairs (roofing) at my beauty salon I deducted from rent,Even my landlord agree that the place wasnt rent able & give me the ok. But save me the receipts,today she give me a 30 days notice & demanding $700.00 plus july rent she said she was going to waved may"s rent can she kick me out or change the locks,plus for the last 2 months I'm been trying to sale the business but due to the poor outside shape of the building.is any law  that  protect me in my situation please help

No way even if you are late with your rent the landlord has no right to lock you out.

Absolutely NOT. If they did, call the local law inforcement (sheriff, police, constable, etc.). They will have you meet them at the property, where they will do whatever has to be done to get you re-instated into your home. Landlords can NEVER lock a tenant out without a legal, court ruled eviction. Even then there are laws in place to regulate when the landlord can take possession. This is usually AFTER the court appointed deputy escorts you out, or confirms that you are gone, then they give the landlord a right of possession form. Nor can a landlord withhold your belongings in lieu of rent. However, if you abandon your belongings, the landlord only has to store your possessions for the amount of time determined by law for your area, which is usually not more than 2 weeks. In most areas, the landlord has the right to place your belongings curbside as soon as the deputy gives back right of possession, and they are NOT responsible for safe keeping them.

In calif. The landlord cannot change the locks until the landlord gets rit of possesion after all legal proceedings have been gone thru.If the landlord changes the locks and locks you out,first call the police and when they come out if they cannot get the landlord to let you in and give you the keys you have a legal right to break down the door or call a locksmith to get you in and the police cannot arrest you and the landlord cannot sue you for the damages.

In most states the renter has more rights than the landlord.  This is definitely not acceptable behavior from property management.  If you need a new place, check out Newdigs.com

No landlord cannot lock the apartment if he does so then you can complain against him.HE has the no right to do so

No they cannot, its illegal and they can be sued in civil court for statutory and punitive damages.
