He can TRY to charge you, but I doubt he could collect. If you left the apartment in reasonable condition, meaning clean and orderly, he doesn't have much basis to charge you. Painting, carpet cleaning and window washing is part of normal maintenance, and that is HIS task, not yours. Just my opinion. If I moved out of a place and then was charged  a cleaning fee, I would not pay it. If he still has your security deposit, however, he might take it out of that.

Wrong again, he can only apply it to your deposit if it is justified and can show it necessary. as long as you leave the house/apartment in the same condition as you entered it, he cannot.

No he cannot charge from you once you have move out a apartment and left it in reasonable condition

No, But when you leave that apartment at that time if window are not clean then they will take charge.
