I would report this to the local government code enforcement .sounds as if he is renting illegally since he does not have separate meters on the house for the upstairs and downstairs tenants.unless you signed a contract agreeing to this before you realized what you agreed to, then your basically stuck unless you move out. I would also keep track of the months and the bills collected for the water,electric and gas so that you can prove what you had to over pay for the utilities in order to get compensated for it when and if you appear in court. I am thinking that you do not receive the actual bills instead you pay the landlord . You need actual copies of the bills so you have the proof needed for getting compensated for over payment of the utilities. I don't know how your going to prove the difference in your usage of the utilities and the other tenants. Since there are no individual meters for the upstairs and downstairs.
