You couldn't do this without going through the courts where I live. So I would contact an attorney and they will raise the relevant documents to go to court. I would have everything covered though. Like can they leave the country with the child. I.e., go on holiday. Length of time child stays, visiting rights. And you will need to consider the well being of the child. Their age and how many times is it acceptable for a child to go to home to home. The difficulty they may face is the child will be brought up differently to how the parents would. We all have our ways and mannerisms. Even though they are family members consider if the child will be really happy with them and how do they live their life. My son went to live with his dad at 13. We didn't have a falling out, he just missed so much more then the others. And he comes home to me at weekends. But his personality has changed. More male opinionated. But he is fine.

What if the child is been assign through CPS to another member and the biological parents want to assign temporary custody to another member of the family

I had temp custody of my niece a few years ago as her mother was very ill and unable to take care of her. It was not hard at all. I went to my local courthouse and got guardianship paperwork and had the mother sign. Then filed it at the courthouse and paid a small fee. We had a mediation and since she was in agreeance the guardianship was established.
