There are many incidents involving money fraud and scamming. A lot of people are cheated everyday, money wise, though most of them don't even come to know about it.

Firstly, you need to have legal proof that you loaned the money in question and it has to be signed by both the parties. Without concrete proof you cannot prove the offender guilty as the court cannot rely on your mere word. If you do have documental proof, then you simply have to go to a civil court closest to you and register your claim. But before you do this, consult a lawyer, explain your problem to him and then take his advice on what to do. If you have concrete evidence, you should take the fight to the courts and get your money back, plus some more as compensation.

Unless you have a document or something written up on paper that you lend one money and they owe it to you there isn't much you can do.
