good question and the answer is no, i believe that bullying is a part of growing up and everyone is effected by it in some way but its the responsibility of the one that is being bullied to put a stop to it people should raise their children with the tools necessary to face this reality

Well said & very true. The so called "Losers/nerds/misfits etc of the class end up graduating from University & end up having great jobs/company car/corner office earning $100,000+ & the bullies end up flipping burgers for $10 a hour. It's always fun when the high school reunion comes around & seeing who made it in the world & who ended up flipping those burgers.

you seem to have this warped perception that this problem can simply be stopped entirely it cannot, and will not because people are always going to pick on those who are weaker and easier for them to get too so its up to the "victim" to decide their not going to be a "victim" no more your rape comparison has no ground people need to stand up for themselves

you simply cannot raise a child to not be a bully, there's too many variables in how someone will become one, its a simple fact there are bullies who want to make a name for themselves there's bullies who hate there lives so they take it out on others the causes are countless are you able to solve all their problems? now getting to repercussions this is where the failure really manifests itself because the only recourse the victim has is to complain to a teacher which only perpetuates the problem because the bully gets even more angry and vicious
