If you have a spouse so cooperative that she/he will not contest the divorce, why on earth do you want one? Perhaps you need to talk to a divorce lawyer.
Alternatively, if you're in an Islamic theocracy and living under Sharia law -- and if you happen to be a male -- you can divorce your wife by simply making the pronouncement or by advising her in writing. (Sharia law does not specifically prohibit texting but surely texting a divorce to your wife would be considered bad taste in any society.)
There are a few things to observe, of course. You may not divorce her while she is "not on her menses" and you may not have had carnal relations with here since her previous mense.
So the cheapest divorces are islamic, but you may incur the cost of travel to Syria or Afghanistan.
