I don't see why not. Drug addicts that have never worked a day in their life, San Diego county, apply and receive SS benefits. Most of them are STILL using drugs, eventhough that's a violation and their benefits should be dropped. You might be surprised and find that the father had a life insurance policy or research his family (mom and dad) and see if there is a will. It doesn't hurt to ask.
