You will need to get the application from a particular apartment complex office. There are a couple of types of low-income buildings, I live in one that is for the disabled and elderly(62 and older), a HUD supported apt. Building. You can probably go to your local human services department and they can help you.

I would recommend getting on the waiting list at any properties you are willing to live at. Once you are selected, call the other properties and remove yourself from their lists.
