If a police officer is willing not to arrest a physically handicapped man in exchange for oral sex from the physically handicapped man and the physically handicapped man gives his consent is the physically handicapped man breaking the law for sodomy?

IMO and perhaps the law? Any sex between a police officer and a civilian/citizen is morally against the law.

Some states still have laws against Sodomy.

HA!
I think you'd wind up with the same problem as Catholic Priests, in that case. Only now, the pedophiles and rapists would have guns and the ability to frame their victims for crime.

A sodomy law is a law that defines certain sexual acts as crimes. The precise sexual acts meant by the term sodomy are rarely spelled out in the law, but are typically understood by courts to include any sexual act deemed to be "unnatural" or immoral. Sodomy typically includes anal sex, oral sex and bestiality.  (Internet)

Tom is right apparently it is classed as sodomy, but my greater concern is the police officer is definitely guilty of some sort of sexual coercion at the very least. Certainly an abuse of his position.
