All depends on whether the basement is including exclusively to you in the lease agreement here and if so, then ask him to store the gas elsewhere as the fumes are spreading throughout the house and is sickening. All you can do is try or move the gas can to a garage, if applicable but in any case talk to your Landlord here or find a new place to rent. Good luck
