Only people who are a danger to themselves or others should be locked up. Like crimes should be held in the same jail so that those who want to change can be helped ie a violent con should not be next to a white collar criminal. All assets of crime should be use by the crime fighters to stop other crimes ie boats , planes , cars and property used to off set cost.
