Every person...regardless of race, sex, age or creed...has rights. But these rights must not be used to abuse others as everyone has equal rights, so to say. For those who are duty bound by law to serve must, in the same manner, exercise due care and diligence in the observance of such duties. They must not use whatever privileges or powers that they have to violate the rights of anyone. In the first place, they are the ones who must...at all costs...observe and faithfully abide with the laws to which they have sworn to serve and protect.
