Yes it is pretty much legal. Different countries have different laws but there is no law which prevents first cousin marriage.
But what if you are not planning to have children? Birth defects are only an issue if you plan on reproducing. What if you just love each other and want to spend the rest of your lives together?

Though the risk of genetic disease ie Cystic Fibrosis is higher in first cousin offspring ,many offspring are normal. I was taught that the chances of genetic disease among such children is 8 times higher than in unrelated parents. This is because first cousins share 1/8 of their genes in common.

As far as I know its not illegal to marry your 1st cousin. However, it should be. I mean that's a little too close to home. Cousins are almost like brothers and sisters.
No, even in some cultures it`s legal, I`m not saying that it`s legal in anywhere , but it`s legal in many places of the world but if you don`t want, you can be without marry because it`s not bad neither
