The time cut law, do it apply for inmates who has been convicted for burguary of rehabilitation the was sentence for life (75) and never been to prison?

Federal inmates..no...minor and misdemeanor offences yes....(to free up space)
and as far as I know...there is no bill for fed, inmates...(in NC...they tried to use and old law that was passed to let go killers that serve life) that laws defines life as 40 yrs, in prison..(that was a 1970's law)
