Why do some people state that rules are meant to be broken but are appalled when the law is?

It depends on WHAT law.

Jaywalking is against the law in many areas.  But really, no big deal if you break it - to the point it's seldom enforced.  Murder, on the other hand ...

I find that, with many of those type of sayings, people throw them about because they sound catchy - but if you put them into practice without thinking, they're usually very unpractical.

Someone l once told me I should "Act first and ask questions later" when I asked for advice about a certain situation.

If I actually took his advice and lived my life doing what I wanted and then worrying about the consequences later, I'd probably find myself in a heap of trouble pretty quickly.
