This is a really interesting question—I'd never thought about this before!
Apparently, it depends on what sort of community service you're doing. You could very well be told to work on a bank holiday.

I'd suggest contacting your supervisor, or whoever it is you usually report to. I'm sure they'll know whether you're supposed to be working or not!
