This is illegal here in America, there are things that he will be charged with, like unwillful detention, and stuff like that, he should be told about this, that it is illegal here. Hope this helps, and if he doesn't change the habit, you might just consider turning him in for it. Good luck to you.

Ok so even though its his house (as well as my mothers) and he does it on purpose. I want to know how I could go about reporting this without him knowing it was me because me and my three kids live there and I don't want to be homeless over not wanting to be locked up. On top of all that I can't sleep at night because I think about all the things that could happen such as; fire, kids need to go to the emergency room, tornado and we can't get to the cellar, etc......

You can call from a pay phone and not use your name, just tell them that this is happening at this address, and you are concerned for the lives of the women and children that live there. Once you talk about the children, they should be right on it, and make sure you talk about things in general, too much detail and you will be found out.

The Fire Department and County Building Code inspectors would write him up for that.  It may also void an insurance policy.  It's a serious safety issue, not having ready access to exit a building in an emergency.

You need to talk to DFS Department of Family Services first. Clearly there's an abusive situation here.

No. You cannot hold someone against there will. If the police were to be called he could be charged with unlawful detention or even kidnapping. Depending on where you live as each State has different law the consequences could be drastic.

Wow that really stinks. If I were you I would go the fire or pd tell them your situation. And ask if there is anything that can be done like a random safety inspection. Or you can fake an emergency. To get the ambulance to come or something like that. Good luck

That is absolutely illegal, for several reasons. Criminal confinement, and various charges like that could be filed by the victims, plus that puts him in hot water with the Fire Chief, because of the threat of fire death, due to blocked exits.

maybe you could have a neighbor report him. most police forces have an anonymous tip line, where you don't have to give your name, call and report it with the address.
