It's your responsibility to ask the neighbor to remove his junk, IF the neighbor does not then since it's on your property then you have the right to remove it, throw it out, or whatever. It's the same theory as if your neighbor has a tree on his property and the branches are infringing on your property, anything on your side of the fence you can cut off.

Just document everything....write down when you tell him to remove it, and the response, write down the date and time of when you dispose of it if you have to.

You may also want to check with your local city to see what the laws are before doing anything though.

Basically you are responsible for the property itself but not the junk so tell him to remove it or you will by any means possible as soon as possible
