Should corporal punishment become something people can choose to receive instead of a fine or misdemeanor for shoplifting? I think people should have that as a choice for punishment. Maybe that would make a bigger impression on them.

Why would we let the person committing the crime choose their punishment?

How in the world could being given a choice of punishishment actually 'make an impression'? .. Punishment is supposed to be a deterrent ... And should fit the crime.  If one was given a choice, they were obviously choose the lesser aggressive or one that causes them the least amount of discomfort...certainly not MORE discomfort. 

If you ask me .. Punishments should be much stricter .. Without losing scope of fitting the crime, of course.  A slap on the wrist doesn't weigh very heavy anyone who is bent on destructive behaviour.  They should be forced to provide community services .. And something that benefits the community .. Like picking up trash (for example).  Something that gets the message across and may eventually get the message through that it's not worth committing the crime.

they should hire and have more greeters at the grocery store and department stores to check receipt before people leave.

they should have surveillance cameras all in the stores to record shoplifters

I dunno- I suspect a public caining would maybe more humiliating and give a person a clearer memory of the results of offending than writing a check.  And we could also sell tickets to supplement the treasury.  Problem is that the people opting for that option would be the poor who didn't have the money.  The people with loads of money would do what they always do - just whip out their checkbooks and make it go away.
