I feel sad for you. Best resource is to go to court and file for an eviction, although I'm not sure how they handle all this in your state. Regardless, it's still destruction of private property. hopefully, you have pictures of the rental before she moved in...here, you need to give your tenant a 24 hour notice before you enter the apartment/house, make sure it is in writing and you keep a copy(the original) for yourself, best now is to send it certified mail stating when you will be coming by to do a property inspection, you have a right !...take pictures, then visit your local court house and file for an eviction due to property damages and filth. You can claim the damages and get the  court to order her to pay for it as well as the bills...make sure if you go to court, you have any and all paid and unpaid bills, including those for any repairs. Paperwork....paperwork....paperwork...you can't win without it.  it's better to have too much than not enough. Make sure you get all court costs too...good luck...be more careful next time and take those before and after pictures...make your next tenant prove they transferred the utilities before they move in...!    by the way...it is against the law for the land lord to shut off the utilities for lack of payment in an apartment,( I am assuming the apt. Is in a private home) just to get them to move.

For this you definitely have grounds to evict. You can't cut the power off, but you can put it in her name, and from there, it's up to her to pay it. Mind you, you need to talk to the landlord/tenant board in your area, as it might be a breech of contract, and that wouldn't be good on your part, if there is a lease.
If it's a month to month tenancy, all you have to do then is give her notice of the change. I would just get her evicted, and do it as fast as you can, you might be able to get a 10 day notice, which means that she only has the 10 days to get out, and you might be able to stipulate that if there is any further damage to the apt, she might be prosecuted for it. I don't know the laws in your state, but in Wisconsin, wonton destruction of property, is certainly grounds for eviction.  I just hope it's easier to evict in N.C., than it is in Wisconsin.  As for the power bill, you probably can have the power turned off, due to non-payment.  I would also make sure you put the bill in her name until you can get her out of your property.
 
I guess you'll have to check with the power company, and tenant landlord laws regarding this problem.  Good luck!
