What you need to do is contact the codes department in your area. Look in the phone book for the phone number. Tell them that you tried to get your landlord to fix the problem but received no response to the problem. What will happen are the codes dept. will send out someone to look at the porch, he will write a report, file it, and then someone will contact your landlord. He will have anywhere between 30 and 90 days to fix the problem or he will either get fined everyday past that point or the house could be listed as unfit for human habitation.
You could also stop paying the rent until it is fixed. To do this you have to open an escrow account at your bank. (Or his) the bank will take you through this step by step .no he can not evict you because of this.
