You should contact the place where you had the passport made and tell them they put they wrong birthdate on it. They should replace it at no charge.

I would phone the licencing authorities and seek advice. I think they will tell you to return your licence together with a copy of your birth certificate, no doubt a filled in form and a fee.
That's the same problem I'm having right now. I MUST get the authenticated original birth certificate to show to the embassy with some school record and affidavit regarding the mistake and they should honor that. I'm doing mine next month and hopefully wont be a big mess at all.
